RE: OPEN LETTER TO SENATOR NED NWOKO

Dear Chionye Hencs Odiaka,

Thank you for your open letter expressing concerns about the security situation in our constituency and Nigeria at large. I understand the urgency and gravity of the situation, and I appreciate your call to action.

As a legislator, Senator Prince Ned Nwoko have been actively engaged in efforts to improve security in our constituency.

Specifically, the Senator has been supporting the Police and the vigilante groups in Ndokwa, Idumuje Ugboko, and other areas through:

  • Security Training for Vigilantes: Nwoko organized an intensive training workshop for security personnel under the auspices of vigilante groups across the nine local government areas of Delta North. The training, held at his senatorial office in Asaba, was in collaboration with the Defense Space Administration. Over 60 beneficiaries from different Anioma communities received communication gadgets to fight crime and maintain order.
  • Provision of Security Gadgets: Nwoko provided various communication gadgets and vehicles to vigilante teams to enhance their ability to respond to security threats. This initiative aims to promote peace and social cohesion, which are essential for development.
  • Financial Assistance: Senator Ned Nwoko have been assisting security operatives in Ashaka, Idumuje Ugboko,  Ukwuani LGA and Ndokwa West. Nwoko's efforts to support vigilante groups demonstrate his commitment to improving security in the region.
  • Building and equipping Police Station 

Legislative Initiatives

Nwoko has also sponsored bills aimed at addressing insecurity in Nigeria, including:

  • Right to Firearms Bill: This bill proposes to grant citizens the right to bear firearms, potentially enhancing self-defense and community security.
  • Cattle Ranches Bill: Nwoko's bill to establish cattle ranches in all local government areas aims to reduce conflicts between farmers and herders, a significant contributor to insecurity in many parts of Nigeria.
  • Nigeria Defence Academy (Amendment) Bill: This bill seeks to amend the existing NDA Act to establish an additional Nigeria Defence Academy campus in Delta State, bringing military training opportunities closer to the South South region and enhancing national defence capacity.
  • Private Security Licensing and Regulation Bill: This bill introduces a legal framework for licencing private security companies to complement military and police efforts in safeguarding national territory, especially in underserved or high-risk areas.
  • National Social Security Agency (NSSA) Establishment Bill: This legislation proposes the replacement of the Ministry of Humanitarian Affairs with a comprehensive, data-driven social security agency to guarantee minimum livelihood, dignity and structured welfare for Nigeria's most vulnerable.
  • National Vigilante Group (Establishment) Bill: This legislation establishes a formal, nationally recognized vigilante corps to support grassroots security architecture, work in synergy with existing forces, and help combat community-level threats like banditry and kidnapping.

Motions

  • Urgent Action Needed to Fortify Security, Tackle Surge of Kidnappings in FCT, Following the Tragic Abduction of 19 Individuals in Galadimawa.
  • Need for Emergency Action to Address Security Threats Posed by Fulani Herdsmen and Miscreants in Delta State. Raises urgent concerns over violent incidents linked to Fulani herdsmen, calling for stronger security responses.

Impact

Nwoko's initiatives have been well-received by the community, with many praising his commitment to promoting peace and security. By providing training and resources to vigilante groups, Nwoko is helping to build a safer and more secure environment for residents of Delta North.

These efforts aim to enhance community policing and promote a safer environment for our people.

However, I must emphasize that the primary responsibility for securing lives and properties rests with the executive arms of government, namely:

  • State governors and
  • Local government chairmen

While legislators can provide oversight and support, the actual implementation of security measures falls within the purview of the executive.

Regarding your proposal for a Special Court to handle kidnapping and related violent crimes, I agree that bold action is necessary to address the security challenges we face. The Nigerian Senate has previously taken steps to strengthen laws against kidnapping, including amendments to the terrorism law. Senator Prince Ned Nwoko is willing to consider further legislative actions that can help tackle this menace.

In particular, Nwoko believes that streamlining the judicial process and ensuring swift justice can serve as a deterrent to potential offenders. Nevertheless, any legislative efforts must be carefully crafted to ensure that they are constitutional, effective, and align with the principles of justice and human rights.

I appreciate your passion and commitment to this cause, and I assure you that Senator Ned Nwoko will continue to work towards finding solutions to the security challenges facing our constituency and Nigeria as a whole.
